ROOTS OF GAPS
The
Governmental Agency Process Streamlining
(GAPSTM ) program has its roots in the concept commonly referred to as LEAN.
Lean is the term used to describe the production system developed by the Toyota company in the post World War II years. "Lean" comes from the ability to achieve more with less resource, by the continuous elimination of waste. (Reference materials on Lean principles can be found in the GAPS Reading, section of this site).
Since waste can be found in nearly all processes, the concept of Lean is NOT restricted to manufacturing. Noting the successes seen by myriad successful manufacturers that have implemented Lean, leaders in the healthcare and construction industries are the latest to see the benefits of embracing Lean concepts.
Without correct application of the lean principles in the correct context, no benefits will be seen. The challenge is to translate, tailor, and apply lean principles to a particular situation. GAPS does this for Public Sector agencies.
